What role for the multilateral trade negotiations in global governance?

The recent global financial crisis tested the current structures of international governance. According to Luiz Felipe Lampreia, Brazil's minister of foreign relations from 1995 to 2001, WTO rules worked as a barrier against a descent into protectionism during the crisis. Mr. Lampreia was the chief Brazilian negotiator in the Uruguay Round, and he discussed with WTO Spokesman Keith Rockwell how those negotiations have shaped today's global trading system.
